Located in the final descent to the Whitewind Sea, the Docks district is filled with warehouses, shipyards, hostels and taverns.  A few hotels exist as waypoints while those disembarking look for better lodgings further int he city.  Ships moor here and slightly off the coast, waiting to unload.
